For mailinglists the solution is quite simple: ban posting for 
non-members....it's a default setting in most listsoftware....and 
present on both mailinglists I run/maintain (IR & EOS).

Steve, is that possible for this list too?

I know it might cause problems for those posting from
multiple/different accounts, but most people learn to adapt quickly,
or you could create a 3rd dummy mailinglist (on top of realtime +
digest) that doesn't generate listmail, but does give posting rights.
