I went to Lycos <http://www.lycos.com> and searched for WEXP. I found
that it's a defunct radio station in Vermont, and an "experimental
television station [doing] work with HDTV and three-dimensional TV
research. The station broadcasts on UHF channels 27 and 28."
It's associated with the Stevens Institute of Technology in Hoboken,
New Jersey (essentially New York City). There's a tiny little blurb at
<http://www.stevens-tech.edu/stevens/clubs/wexp.html>
but it doesn't say much more than what I've quoted here.
