The problem has nothing to do with the halogen gas, but the quartz glass used in these bulbs. Quartz lets UV rays go through. Glass does not. UV rays have the potential of damaging the eyes. 

The 2.5 V halogen bubls used in slide viewers have glass and NOT quartz envelopes. The reason quartz is used instead of glass in halogen bulbs is that it can stand the higher temperatures. The temperature from a 2W bulb is not that high.

The 2W halogen bulbs used in battery-operated viewers do not pose any risk to the eyes, no more than the regular tungsten bulbs.
