I don't know about the Wray Stereographic but it might be that it was 
designed for flash rather than strobe.  Flash lamps take their time 
getting up to full power so they are lit before the shutter opens.  
(In three different advance amounts according to the size of the lamp.)  
Strobes fire almost instantaneously so they need no advance.  You could 
probably mechanically adjust or modify the thing to fire when the shutter 
is open if you're very handy but some folks on this list have mentioned 
an electronic delay circuit that delays the firing until the shutter is 
open.
