On the subject of flat black coatings:
The very blackest thing around is acytelene black.  The soot from a 
torch is allowed to form on what ever you need to get black.  Of course 
you can't touch it and expect it to stay put.  Black felt is a pretty 
good flat black too.  
Flat black paints usually have some specular reflection.  Some people 
use black paint on open coat sandpaper.
