An aggregation of public domain material is copyrightable.  This was the basis
of Compuserve's archive copyright that was in the news some number of years ago 
when they were protecting (successful I think) it from folk who copied it to produce 
BBS archives.

This is one of the few issues (rights of material authors/owners) which when 
addressed by governments (one of these days), that may be able to "bring the 
internet down" and turn it into a medium playable *only* by those with big lawyer 
staffs.  Along with taxes per byte transferred, etc, etc. :-(
