I assume that you are familiar with the Keystone "Visual Survey
Telebinocular", a viewer discussed extensively in the past here in
photo-3d.  From your description, it appears that your viewer has some
common features with "our" VST, like the fine achromatic lenses, etc.  
But, there are also a few differences.

I know that our VST was used in schools, etc., for eye testing and I have a
set of 20 or so cards that test every posssible aspect of vision (down to
color blindness) and I also have report cards, etc, to go with it.
