     Depends.  

      With one auto exposure flash and one all-on flash I've found there 
tends to be a bit much light.  Not so much over exposed as overlighted.  
Unnatural.  Like a TV set.  Moving the all-on flash way back or bouncing 
it off a wall softens it's light enough to restore a more natural 
appearance, while still preserving the fill in features that photographic 
composition books go on and on about.

      With two auto exposure flashes you can set one to 1/8th or 1/16th 
power, and use it as the fill in.  I've found no need to adjust 
f-stop/shutter-times there.
