"Halibut over & under" to me mostly means fried, over easy; but since the
question was asked:

Sandra Sinclair, _How Animals See_, which was written by a professional
author, not a vision expert, but is a pretty good book anyway, mentions
this issue on page 57.
"Bottom Dwelling Bony Fish", ..."members of the flounder
family...halibut...with their flattened bodies and migrating eye...the only
predatory bony fish to have eyes on one side of the head. In some cases,
they stick up periscope-fashion. They are the only fish to have any
extensive binocular vision" It is not noted whether binocular vision is
assumed or if a test procedure was performed.
