This is a complete rat-hole, but actually, that's not true. The author can
sell certain publishing rights, and withhold others. A common one is
"first North American serial rights," giving the magazine the right to be
the first to publish the material in North America, but allowing the author
to sell reprint rights, international rights, etc.
