I think it's a matter of degree. If you have been subscribed to this list
for a long time, then you are aware that there is frequently a wave of
enthusiasm for a particular topic, which is discussed for a while and then
the number of messages on the topic drops to an extremely low point.
It's appropriate for the moderator (or any reader) to say "maybe it's time
to move on to the next subject".

You always have the option to stop your subscription. With someone who
knows as much and is willing to provide as much information on the topic of 3D,
it's worthwhile to endure a few minor annoyances (like reading "get a Realist"
500-1000 times a year :-) in order to find out what else he has to say.

It's slightly unusual for a person who isn't the list owner and who is also
a major content contributor to be a list moderator, but I think George has
been very fair at this difficult and often unappreciated job (the other
moderators too!). P3D is a huge and very active list, and it takes a lot of
work to keep it running well.

The moderator of the predecessor to P3D was a nice person, but he felt
obligated to read and pre-approve every post before it went out to the
subscribers. Sometimes he would get a week behind in reviewing the posts,
which made it very difficult to carry on a discussion. I like the current
style of moderation being used by P3D much better.
