There's a couple different versions of these critters.
Sounds like the one you have is the one that is made
for flashes which have a "PC" terminal. Which is what
a Kodak stereo has after you put a converter on it.
There's basically two kinds of standard flash connections.
One with "PC" connectors and the other is via a hot-shoe.
There are "converters" between the two as well. More or
less.
The tiny slave unit I've got has a hot shoe connector on
it that I slide on the flash.

P.S. - I do have a old flash that I bought about 25 years
ago that has a short cord and PC connector on the end.
Uh..... which "sex" of PC connector does it have on it?
