I haven't been a victim, yet, but these stories have bothered me
for years.  It's time for a change in the industry.  I just wish I
knew how to go about making it happen.

The standard reparation for a lost tree is triple value...
once for the value of the tree,
once for the effort to replace the tree,
once for lose of use of the tree while it regrows.

That's the law, at least around here.

Photos should work the same way...three fresh rolls per lost roll.
One to replace the film,
one for the effort to retake the photos,
one for lose of use of the photos before they can be replaced, if ever.

It seems to me that this would be the standard of any reputable
industry.  It is not the standard in the photo industry.

I often cross out that "like amount" phrase on the envelopes and
replace it with "triple amount."  I haven't had to test it, but if 
everybody did this, and made a stink when appropriate, maybe we can 
at least raise some eyebrows.
