I wouldn't be at all surprised if the photocell were much more sensitive
to red than blue, especially given the vintage of a Nimslo. It may even
be measuring near infra-red.
Instead of an ND filter over the cell have you considered using a blue
one? You could experiment with varying strengths until you find one that
usually works. Perhaps a filter opaque to infra-red would be worth
trying.
