I think you do need to do a little reading...

Shutter speed only affects the amount of ambient
light, not the light from the flash.  So there are
no speed recommendations coming from the flash.

No.  28 is in meters, 90 is in feet.

As I said, you need to read a book and understand
the fundamentals of flash operation.
