I don't think there is an answer to this.  There are
different degrees of "tolerate".  From "barely noticeable"
to "cannot fuse the images".

I am sure numbers were written for matching the focal 
lengths of the cameras and possibly of the viewer lenses.
About commercial mounting I seriously doubt that
Kodak wrote down any standards.  Heck, they mount
chips from a different pair in the same stereo mount, 
how is that for standards?! :)
