An ordinary single lens reflex 35mm flat 2-D camera will work quite well,
since you do not have a parallax problem, and you only need to shoot each
side one at a time (like shoot the left image, advance the film, then shoot
the right).
The big problem is a good solid mount for the camera and lighting. A copy
stand (often available used) simplifies this task greatly. If the cards
have a curve (they usually do) polarizing filters over the lens and the
lights help eliminate glare and make for better image contrast.
Unless the images are for your own use only, make sure that you have
copyright clearances on them.
