If I were shooting B/W, I would put a number 47 blue filter on to
minimize the clouds and shoot with the flow of the boat.  Shooting with
color I would adjust a Polaroid filter to minimize the clouds against the
sky (but that depends upon what the sun angle is as to how well it would
work).
