Grant,
I wouldn't treat the guy like a customer or you will
slowly erode your moral claim to your camera. My guess
is that this guy is basing his morality on what the police
told him, in other words ignorance. If the police had
said he had to give it back, he probably would have done
it (and not gone to court himself to try to keep it.)
If the courts tell him he has to give it back, I'm sure
he would do it and not feel like he was cheated. (He will
realize that justice prevailed.)
I don't think the guy is evil any more than a child who
says "Finders keepers .." is evil. Once an adult is
made aware of the situation, the child learns by being
told to return the object.
