I agree that this sounds plenty safe but just want to note that
because of stability questions, the internal pressure rating is 
greater than the external pressure rating.  (See Roark's)  So I
wouldn't push this line of reasoning too far without calculating 
or doing a "dry" run.  In this particular case, though, I would 
chance it because you have so much overkill.
