Musing on this, what about using electronic motor advance cameras (e.g. 
the Nikon lite-touch setup), and building an IR switch to activate the
camera? That way, no holes to deal with through the housing. Slave a
honker of a big flash with it's batteries inside the housing. With an IR
sensor (inside the housing) and a little IR lightsource (filter standard
underwater lights?) outside the camera-- might be an easy to build option.
