I've experienced this with 35mm IR many times. I believe that they are
caused by small air bubbles clinging to the film. I notice it more in the
winter than the summer, due I suspect to the lower humidity (and thus higher
static electricity) in the air. Perhaps the mylar film base is more
susceptable to this than conventional film.
