I would think that you should be able to return them, but I would be
suprised if this is necessary, as the plastic cannister should have kept
the moisture out.  Try this -  Place a piece of toilet paper in a used
HIE plastic cannister and dunk it in water.  After drying it and
yourself off, open the canister and look at the paper.  It'll be bone
dry.  I wouldn't bother with the expense of sending them back for a
replacement.
