Your analysis is consistent with what I've seen on 4x5 HIE.  I have
heard other photographers put the blame on Kodak.  Some mfg problem. In
my experience, not every box of HIE will have the pinholes.  Just most
of 'em.  Definitely NOT dust spots.  And definitely a problem that Kodak
should solve.
