Any detailed answer would have to take into account the kind of
tank--or tray--used to develop the film, the film itself, and the
developer. But in general, vigorous agitation tends to produce
maximum density and contrast but may produce uneven development near
hangers, reels, etc. because of the turbulence patterns they create.
With high-contrast emulsions and "compensating" developers, gentle
agitation is required to allow the developer at the surface of
highlight area to become exhaused and slow development, while the
shadow areas continue to develop.
