HIE in D76 1:1

Hi all-

I shot a roll of HIE and a roll of T-max 100 this weekend. When I got
home, I decided to try to develop them both together to save time. I
develop TMX 100 in D76 1:1 for 12 minutes with good results. I stuck the
roll of HIE in there with the TMX. The TMX came out OK, the HIE quite
underexposed. Is it possible that this was due to underdevelopment, or
more than likely was it due to underexposure? It very well could have
been underexposed, but what I'm asking is if you all feel that 12
minutes in D76 at a 1:1 ratio should be sufficient, if exposure was
correct to begin with.
