Fred,
It seems to me, that the glass is not properly fixed inside the metal ring.
The only possible reason for this is that the expand- factor (for cold
and/or hot conditions) for metal and glass in your filter differs so much
that the glass needs to be fixed a bit loose. However I don't think this is
the reason. It should be a matter of bad manufacturing. I would ask the
supplier to supply a better one!
