Hi Gene,
not sure that I understood you right with my poor english. The first blush
is the top most spiral of film?
If so, it could be that you should some cl more developer or even just
water. Do you agitate or rotate? This could cause such a defect only by
agitation.
Are you able to scan some piece of film and send this image to me (off the
list).
Are there any additional observations?
Is this always one roll in a 4 spiral tank?
Is this always the upside part of the roll which is weaker developed?
Or is this always the upper or lower part of the film regardless in which
orientation it was in the tank? (In that case it looks more like a camera
problem)
Does this affect only the negative or even the numbers on the tracks?

I have been developing HIE for quite some time - usually using a 4 roll
tank.
Every so often on a number of frames, I get what at first blush looks like
a
well balanced developed neg, but then appears as a different gradation
cascading down the frame. It almost looks like a stain. I use a distilled
water pre-soak, and only agitate once a minute. Any ideas on how to
prevent.
