When I cut the film on the lathe, I don't cut the spool in half, just the
film.  The paper leader seems to stop most of the light from getting past
the cut.  If it is done in subdued light, the fogging is less than 1/16
inch.

You will have to make up some spools and wind in total darkness.  I made a
box to put film into that allows just the front edge to show.  With room
lights on, I can attach any type of leader or trailer that I need.  Full
paper backed film like 120 is a little tough to do, but not impossible.  I
Shut the lights off and then spool the film.

The cutter wheel should be thin and keen.  MSC company sells thin wheel
cutters for pipe cutters, but I think that the smaller tubing cutter would
do the job just as well with a stock wheel..  I'll head to the shop and try
a junk roll and get back with the info.
