My understanding is that since many organizations book conventions and
the like years in advance, by the time the NSA gets around to
investigating convention facilities often all the preferred weekends
are taken.  What I heard is that even tho Bellevue was booked several
years ago, the only summer weekend available was the July 4th weekend.
So it was that or nothing.
