For MS-Windows, you might try Paint Shop Pro.  It's shareware, available
at: http://www.jasc.com

It's a general purpose picture editing and retouching appliacation with the
ability to read from and write to an enormous number of file formats.  I've
used it successfully to make anaglyphs from Nimslo stereo pairs.
