There are specifications on how to measure grain size, resolving power
and accutance and specialized equipment available to do it. If any
manufacturer "fudged" the numbers, they would get caught pretty quick,
because the trained eye of a pro is pretty hard to fool on a side by
side comparison and a quick, highly repeatabe test of relative resolving
power can be done rather inexpensively in a basement.
I believe that in the USA, that stated compliance with a nationally or
internationally recognized standard is a de facto warantee. Lawyerese
for if you get caught lying under these circumstances you are in big
doodoo, very deep doodoo, no paddle available and the judge is standing
on your head. You are headed for a huge class action law suit.
I just don't believe they would risk it.
