As a devoted strereophile and as program director of Radio Station WLIM
(Patchogue, NY), I submit that any public service announcements (Community
Bulletin Board) should be sent to any given radio station 2 to 3 weeks in
advance.  It should be no more than a 30 second read for the DJ, and the
length of the read (in seconds) should be typed onto the announcements.
To keep the PSA running, put a "kill date" (date to stop announcing) on it
as well.  
Local newspapers can differ.  Some want announcements as early as 30 days in
advance.  Small papers and Lawn Litter (Pennysaver and the like) accept
press releases and use them as feature stories, but then again, an
interesting and well-timed press release might intreague a larger paper as well.
