This is very similar to a problem I have had with my Fed although I get
more than 8 shots. The intention seems to be to allow the film spool to
free wheel once there is a certain amount of tension on it for instance at
the end of the film. Also in the case of the Fed with its 1+3 wind on to
prevent the film being broken if it happens to have one frame left but be
on a 3 wind on. Is either of these the intention with the colorist? What
seems to happen with the Fed is that the slipping clutch mechanism gets
slacker with time and starts to slip prematurely.

>Remove the wind and rewind knobs.
>Remove the top plate
>Remove the bottom plate
>Release the "thingie" that keeps the spindle locked in place.
>Pull out the spindle.
>Put the plastic spool around the spindle.
>Drill a very small hole all the way through spool and mark spindle
>Drill hole through spindle
>Put spool back and drill all the way through both
>Reassemble everything
>Stick a fine nail in the hole
>Secure it with a drop of glue
>Et voila

Perhaps a similar fix is possible with the Fed but just looking at it looks
a lot less easy, has anybody carried out this sort of fix with the Fed?
