Yes, I pretape my mounts prior to sealing them. And, I pretty much
follow the same process you use; tape, view, batch seal.
Recently I've started using double-sided, archival quality, photo
mounting tape from Creative Memories. The tape is approximately 1/2
inch wide and is "perforated" (for lack of a better term) in 1/32 inch
(or so) strips. I'll stick a strip of the tape on the side of my light
table and then use my tweezers to remove each 1/32 piece and place it on
the mount. Then align the film chip and secure it on the tape piece
once alignment has been achieved. It's sped up my mounting quite a bit.

...small pieces on a backing. I just run this on the side of my
workplace and then pick each piece off and adhere it to my mount.
