Value is value.  In the customs form they are asked
to declare the value of the item.  Since this just
sold in ebay for x amount of money, it seems to
me that this x amount is the value of the item.  If
that's not the value, then what is the value?

The only question in my mind is if they do they have 
to put this value in the customs form and what
happens if they put a different value or declare
it as a gift while it is not a gift?  The sellers
that make big fuss about this, claim that it is 
matter of honesty and that the customs form is 
a federal government form and they do not want to
lie in this case.  These are the same people who
never inflate their charitable contributions in
their tax forms, follow the speed limit in the
highways and pay social security for the neighbor
kid who babysits their children.
