Yes, sounded like some bank doing a counter-strike (which has been
only moderately successful against Credit Unions).  They're providing
"spin" that makes aggressive anti-fraud behavior, which should be good, look
like something bad (and the massive credit card fraud at banks look
like the good cheap (only 20% interest) way to do things).

Looks like a spin-piece to me.  Motive reasons left as an exercise to the reader.

P.S. - A major owner/investor of PayPal is (or was before merger w/x.com) an S&L
       if I recall correctly.

P.P.S. - Paypal has worked perfectly for me many times.
