[photo-3d] PayPal and eBay

This is a little off topic but, has anyone had trouble with PayPal, 
either from the buyer or seller standpoint?  I came across this 
article today regarding PayPal.

It caught my eye because PayPal transactions are becoming more 
frequent on eBay.  Also, a few months ago, I had a $250 deduction to 
PayPal show up on my credit card bill when I have never as yet had
any relationship with the company.  After contesting it, the $250 was 
refunded.  Any comments regarding the article?
